Oklahoma Guard tuition help requires service

The law creates tuition help for Oklahoma National Guard members attending technology center programs leading to certification or licensure. It pays the tuition cost for required courses only, for up to three years per member. Members must first use all available federal vocational education benefits. Applicants need good Guard standing, a high school diploma or GED, and at least one enlistment year remaining when each assisted semester starts. They must agree in writing to finish their current service obligation and serve actively in good standing for at least 24 months after their last assisted semester. Members must maintain at least a 2.0 GPA on a 4.0 scale, satisfactory academic progress, and satisfactory Guard participation. They must also meet school retention and completion standards and have a military job specialty after the first assisted semester. Applications go to the Military Department's Educational Service Office before the semester, using its form. A commander or designee confirms eligibility to the school; commanders can deny or stop assistance for unmet retention requirements. Aid depends on available money, and the Military Department can cap participants per semester in each technology center program. The State Board of Career and Technology Education runs the program with the Military Department and sets rules, including deadlines. The Adjutant General oversees the program and can issue regulations. A continuing state Treasury fund pays schools directly, receives state appropriations and repayments, and carries money across fiscal years. The Board must report available funding to the Adjutant General by July 1 each year. The law specifies July 1, 2025, for program and funding provisions and also includes an emergency clause making the act effective upon passage and approval.

Guard tuition repayment with hardship relief

Guard members who receive tuition aid must repay part of it if they fail to maintain satisfactory Guard participation. Repayment equals total assistance divided by 24, multiplied by the months of the 24-month service requirement they fail to fulfill. Repayments return to the program's revolving fund. If hardship caused the failure, members can request a waiver in writing from the Adjutant General. The Adjutant General can grant relief, but approval is not automatic.
