Beginning November 1, 2025, county government entities must publish complete purchase descriptions with their published warrants. This replaces publication through the state transparency portal. The descriptions follow the county warrant-publication process required by Sections 444 and 445 of Title 19.
Beginning November 1, 2025, county purchasing agents have more options when the chosen lowest and best bidder cannot perform. They can get phone quotes or choose the next lowest and best qualified bidder. Agents can also buy from remaining bidders at or below their bid prices. The law removes the former restriction limiting an alternative purchase to one purchase of $25,000 or less.
Beginning November 1, 2025, counties can name up to two noncounty officers to request and receive purchases for qualifying municipal fire departments. Departments must be organized and operated under Sections 29-101 through 29-115 of Title 11. Counties must file written designations with the county clerk and record them in county commissioners’ meeting minutes. Each designee must have documented blanket bond coverage or employee dishonesty liability insurance.
Beginning November 1, 2025, the law changes which goods and services county buying, leasing, and renting procedures cover. For county upkeep, operations, and major investments, the rules cover equipment and other services. They exclude professional services defined in Section 803 of Title 18. This replaces the prior wording specifically naming information technology and telecommunications goods and services.
