Businesses can count leased workers for incentives

Beginning November 1, 2025, leased workers and workers supplied under contract count as employees under Oklahoma’s Quality Jobs Program. Qualifying businesses can count these workers toward new-job requirements for incentive payments. Jobs must still meet the program’s requirements. These include jobs that did not exist in Oklahoma before application approval or jobs qualifying after a change in ownership or control.
