New license for transition-age treatment homes

The Oregon Health Authority must write rules for early transition plans for residents. It must create a separate license for homes serving ages 17.5 to 25. A progress report is due by September 15, 2025. A final report is due by September 15, 2026.

Funding for behavioral health reviews and rules

The law adds $706,070 and $581,259 from the General Fund for 2025-27. It also raises the federal funds spending limit by $706,070 and $271,818 for that biennium. This money pays for the studies and rules in Sections 1 and 2. Some federal funds are excluded as the law specifies.

Study of staffing and pay in treatment homes

The Oregon Health Authority must study changes to staffing rules in secure residential treatment homes. The goal is to ease shortages while keeping people safe. It must review all Medicaid payment methods allowed by federal law. It must propose rates that count staffing costs, room-hold pay, fair wages, program size, and resident needs. It must check whether services can run outside the current Medicaid waiver or plan. If allowed, it must study other states and recommend rates, discharge and eviction protections, and appeals. It also looks at direct discharges to housing and paying facilities when residents are hospitalized or briefly absent. A report is due to the Legislature by September 15, 2026.

Work starts now and ends in 2027

The act takes effect on passage. Sections 1 and 2 end on January 2, 2027. Work begins right away but has a set end date.
