The law limits the vertical housing property tax exemption. Oregon Housing and Community Services cannot issue certifications on or after January 1, 2018. Cities and counties cannot issue certifications on or after January 1, 2032. This keeps local certification open through 2031, then ends new approvals. The Act itself starts 91 days after the 2025 regular session adjourns.
