Oregon indemnifies the Investment Council, the State Treasurer, and Treasury staff for claims from actions under this law. Any action must be consistent with their fiduciary duties. They act only when they decide this in good faith.
The council and the Treasurer provide a climate investing progress report to the Legislature every two years. They develop it with fund beneficiaries. The report can cover carbon‑intensity goals, just transition priorities, and improved ways to measure progress.
The law takes effect on the 91st day after the 2025 regular session adjourns sine die.
The Oregon Investment Council and the State Treasurer analyze and manage climate risks to the pension fund. They study how climate factors affect overall returns. They also pursue lower carbon intensity by favoring investments that cut net greenhouse gas emissions. They report and analyze scope 1 and scope 2 emissions tied to fossil fuel holdings.
