The state adds $295,126 from the General Fund to DEQ’s 2025–2027 water quality budget to carry out this law. The law declares an emergency and takes effect July 1, 2025. Work under the act begins on that date.
The law encourages water reuse while protecting health and nature. DEQ leads a new interagency water reuse team with Water Resources, Health, Agriculture, and Fish and Wildlife. Other state agencies join when DEQ asks. DEQ and the team provide training, study other states, and propose rule and law changes. They keep public info current, respond quickly to questions, give technical help, and set goals and metrics. These duties start July 1, 2025.
By December 15 of every odd-numbered year, DEQ reports progress on water reuse goals to lawmakers. The interagency team helps prepare the report. Reporting starts after July 1, 2025. The rule ends January 2, 2032, so the last report is due December 15, 2031.
