Free dental care for COFA citizens

The Oregon Health Authority (OHA) provides the COFA Dental Program with statewide dental plans and local dentists. You qualify if you live in Oregon, are a COFA citizen (Marshall Islands, Micronesia, or Palau), have income under 138% of the federal poverty guidelines, and are not eligible for Medicaid or CHIP. You get the same types of dental services OHA covers for Medicaid members, with no copays, deductibles, or other cost sharing.

No-cost dental care for veterans

OHA runs the Veterans Dental Program with statewide dental plans and local dentists. You can enroll if you live in Oregon, are a veteran, are not eligible for medical assistance, and your income is at or below 400% of the federal poverty guidelines. Covered dental services have no copays, deductibles, or other cost sharing. OHA accepts DD Form 214 or 215 to prove service and offers a simple application with help.

Faster dental care for pregnant Medicaid

OHA sets dental appointment time frames for pregnant people on fee‑for‑service medical assistance. These are the same as or faster than the timelines for pregnant people in coordinated care organizations. This covers emergency, urgent, routine care, and the first dental exam.

New rules for dental subcontractors in 2026

Starting January 1, 2026, OHA sets standard requirements for dental subcontractors and includes them in CCO contracts. OHA cannot require reports from dental subcontractors unless state or federal law or the OHA‑CCO contract requires them. Each CCO must also include a dental subcontractor representative on its governing board. These governance rules tie to contracts entered, amended, or renewed on or after January 1, 2026.

New certified workers for dental prevention

OHA creates training and certification for health workers who provide oral disease prevention. The rules set the required training and when these services are reimbursed. Certified workers must refer patients to a dentist and advise a yearly dental visit.
