Oregon Medicaid and coordinated care plans cannot require prior authorization or step therapy for FDA‑approved HIV prevention or treatment drugs when your prescriber says they are medically necessary. Safety checks allowed by federal law still apply. This rule takes effect on the law’s effective date.
Health insurers cannot require prior authorization during the first 60 days of treatment for opioid or opiate withdrawal, including medication therapy. This applies to plans offered, renewed, or extended on or after the law’s effective date.
If your health plan pays for STI counseling or screening, it must cover FDA‑approved HIV prevention and treatment drugs. It must also pay for the visits, tests, shots, and monitoring to start or stay on prevention drugs, with no copays, coinsurance, or deductibles. Plans cannot require prior authorization for PrEP, PEP, or HIV treatment drugs. Plans cannot limit payment for these drugs to in‑network pharmacies, except HMOs. These rules apply to plans offered, renewed, or extended on or after the law’s effective date.
For the two‑year period starting July 1, 2025, the Public Employees’ Benefit Board can spend $767,644 more for premiums and self‑insurance. The Oregon Educators’ Benefit Board can spend $682,867 more for the same costs. This supports benefit plans for state workers and school employees.
