Oregon creates a small-business certification for state contracting. The Business Development Department certifies firms using rules set by DAS. Rules set maximum employees, maximum revenue, Oregon operations, and other small-business tests. DAS gives certified firms preference in procurements it runs. It can run some bids for certified firms only. The program sets contract guidelines, does outreach, and sets goals to fix gaps from the 2023 disparity study. Each year by December 31, DAS reports contracts, dollars, and participation to the Governor and Legislature.
The law repeals this program on December 31, 2031. After that date, certification and procurement preferences end. Small-business-only solicitations and related goals also stop unless the law is renewed.
The state adds $233,373 for the biennium starting July 1, 2025 to build the certification program. The money comes from state lottery funds. This Act takes effect on the 91st day after the 2025 regular session adjourns sine die.
