The Oregon Department of Veterans’ Affairs maintains the World War II memorial and keeps it up to date. It can add names when records show the person was killed in action in World War II and was born in Oregon, enlisted in Oregon, or lived in Oregon before enlisting. Killed in action means the person died in theater from enemy action or wounds, died as a prisoner of war, or became and stayed missing in action during May 27, 1941, to January 31, 1946. Other improvements to the memorial must be approved by the Director of Veterans’ Affairs. The Department also develops and maintains an accessible educational tool that explains World War II and includes civilians recognized for defending Wake Island.
The law treats the World War II memorial on the Capitol Mall as a permitted use. No special land-use exception is required. No changes to Marion County’s land-use plan or rules are needed. This removes permitting barriers to keep the memorial in place and maintained.
