When a city inside the regional district’s urban growth boundary annexes land that is also inside that boundary, that land also joins the district automatically. No extra hearings or filings are needed. This applies to city annexations on or after the law’s effective date. This rule applies even though district boundary changes usually follow other procedures.
City annexations and other city boundary changes follow Oregon’s city-annexation law. Annexations to the regional district and other district boundary changes use Oregon’s special-district law, including annexing land outside the district’s urban growth boundary. For minor changes to the district boundary, the regional district runs the hearing using the special-district process. Two exceptions use different rules: changes made by adopting an urban growth boundary and the new automatic city annexations described above. The law also clarifies what the word “district” means in this part of the statute.
The regional district can set requirements for boundary changes it oversees, working with its policy advisory committee. It must use one uniform hearing and notice process. It must offer a faster track for uncontested cases and use clear, objective standards. Proposed changes must match the regional plan and local service agreements. The district’s part in boundary decisions is ministerial only.
