Threat convictions require emergency-cost repayment
A person convicted of making a terroristic threat must repay evacuation costs caused by the threat. These costs include fire and police response, emergency medical or preparedness services, and transportation from the site. Courts may also order payment for supplies, equipment, materials, and affected workers’ or first responders’ salary, overtime, or other wages. The act took effect 60 days after enactment.
Possible tougher sentences for school threat cases
The Pennsylvania Commission on Sentencing must provide an added sentencing option for threats against covered schools and colleges. Courts must consider it alongside any state minimum prison term, but do not have to use it. Covered schools include public, charter, cyber charter, private, and nonpublic schools, intermediate units, and career and technical schools. Covered colleges include community colleges, state-system universities, Penn State, Pitt, Temple, Lincoln, other state-related schools, accredited private or independent colleges, and private licensed schools. A threat can be communicated in person, in writing, or electronically, including by phone, email, internet, fax, telex, or similar methods.
