Beginning December 31, 2025, South Kingstown’s Town Council can set a yearly property-tax exemption up to 10% of assessed value. The council can set it at zero and must adopt local eligibility rules. Eligible properties include residential-only buildings with fewer than five dwelling units, plus properties used for both housing and business. For mixed-use properties, the exemption rate equals the council’s chosen rate times the residential share of the parcel’s square footage. The council may also approve a partial-year exemption when ownership passes from an ineligible owner to an eligible owner. This law authorizes a local tax break; it does not automatically grant one or create a statewide program.
