Local tax relief excludes motor vehicle taxes

Effective upon passage, Rhode Island cities and towns can authorize one tax-amnesty period every three years by local ordinance. They can waive interest and penalties on overdue real estate and tangible property taxes. The law removes motor vehicle taxes from this relief and excludes taxes owed for the amnesty year. Taxpayers must file a written, signed, and dated request by July 1 of the scheduled amnesty year. Any waiver must meet the local ordinance's criteria. The tax assessor or collector must issue a written decision and notify the city or town council. After a denial, taxpayers must pay the interest and penalties. They can file a reimbursement claim with the council within ten days after the decision.
