The state now budgets $0.50 per person each year for regional development districts. It uses the latest Census estimate or decennial count to set the amount. Each district’s board sets a local per-person assessment, which locks in a fixed annual state amount: $295,000 for 1–20¢, $340,000 for 21–30¢, or $370,000 for 31¢ or more. The Economic and Community Development Department then splits any remaining funds by a formula that weighs population, number of counties, and local cost of living. Lawmakers cannot target cuts to these funds; any reduction must be an across‑the‑board percentage cut that hits many agencies.
