State employee plans must cover non-opioids fairly

Beginning January 1, 2026, Tennessee state employee group health plans cannot treat FDA-approved non-opioid pain drugs worse than opioids on the plan's preferred drug list. The drug must be FDA-approved for pain for at least nine months. This rule applies even if the plan has not yet reviewed the drug for the list. It also applies when the plan uses a pharmacy benefits manager. Plans may still prefer one non-opioid over another, and one opioid over another.
