Qualifying Tennessee cities gain sports facility partnerships
Effective upon becoming law, the act gives Tennessee cities with a general law city manager-commission charter new contracting powers. Qualifying cities can contract with private entities to develop, build, manage, or operate indoor or outdoor sports facilities. Cities must have an AAA bond rating on the law’s effective date from a nationally recognized rating organization identified by the U.S. Securities and Exchange Commission. Contracts can split operating revenues or losses, lease or sell all or part of a facility, and pay management fees. Cities can also choose other terms they find best for the city and its residents. The law does not require a project or guarantee household savings.
