When a city water or sewer system moves to an authority, the authority’s board may use the city’s rules. It can adopt all or part of the ordinances, resolutions, and policies that were in effect right before the transfer. The board may do this at the time of transfer or any time after. It may later change those adopted rules, but changes must be just and reasonable. The authority’s certificate of incorporation governs and can limit this power.
