Beginning January 1, 2026, the University of Tennessee’s Boyd Center makes yearly population estimates for every county and city. The Department of Economic and Community Development reviews and certifies county, city, and state totals by July 1 each year. This happens in the years between federal 10-year censuses. DECD sends the certified numbers to the Departments of Revenue and of Finance and Administration. State agencies use these counts to split population-based money to counties and cities. The rule does not apply after a special census change, in a decennial census year, or when another law controls.
