Beginning July 1, 2025, Tennessee stops applying the IECC solar reflectance and thermal emittance rules to low‑sloped roofs in the 2021 building code. Builders and roof designers no longer must meet those specific reflective and heat-emission standards, which can lower project costs. Building owners and occupants may see higher cooling use and bills because roofs can run hotter without those rules. The state fire marshal can make rules to carry out this change, and must follow Tennessee’s rulemaking law. For rulemaking, this authority takes effect upon becoming law.
