Beginning July 1, 2025, Tennessee sets who may submit property records electronically. Allowed submitters are licensed attorneys; banks and credit unions; federally chartered lenders and approved mortgagees; licensed regulated lenders; licensed title insurers or agents; and Tennessee government bodies and their agencies. County registers may accept electronic documents sent by approved filing vendors for these parties. Registers may also accept digitized images of original paper documents if the original is eligible and has the required certification. An electronic document is validly registered once the county register accepts it.
Beginning July 1, 2025, county registers may accept only electronic documents sent by filing vendors on behalf of authorized submitters. The vendor, not the county register, must ensure the sender is authorized. Vendors are liable for any damages if they break these rules.
