Flat $3 license fee; online fees allowed

You pay a flat $3 agent fee for each license, permit, stamp, tag, or registration you buy. County clerks and appointed agents collect $3 for each annual item and each item good for a set day or number of days. The executive director can hire a contractor, by competitive bid, to sell by phone or online. That contract can set an agent fee for those phone or online sales. This law takes effect immediately.
