Limits on community benefits agreements

The law defines what counts as a community benefits agreement. This includes deals that require an employer to pay for amenities, set wage or hour rules, or use union labor. Beginning July 1, 2025, parties in state incentive deals cannot sign, renew, or change such agreements if they add job, benefit, or operations terms that are not directly tied to the employer’s performance under the incentive. The rule applies to agreements made, renewed, or modified on or after July 1, 2025.
