More utilities and energy projects covered

Beginning July 1, 2025, more providers count as public utilities. County- or city-owned utilities that offer electric, broadband, natural gas, or propane are included. Entities under the state utility board’s jurisdiction are also included. The law also updates energy project to include clean, green, and renewable projects named in the state list. The term clean energy is renamed clean or green energy in the code. It brings more utilities and projects under state rules while giving clearer terms for local approvals.

State sets allowed energy sources for utilities

Beginning July 1, 2025, Tennessee sets one statewide list of energy sources. Examples include solar, wind, hydropower, nuclear, natural gas, hydrogen, storage, biomass, and waste-to-energy. A public utility meets any city or county source rule by using one or more listed sources. Any local rule that conflicts with the state list is void.

Two old energy rules repealed

Beginning July 1, 2025, the state deletes two energy code sections: Sections 7-51-2404 and 7-51-2405. Any rights or duties in those sections no longer apply. People and utilities must follow the remaining code for current rules. Some prior limits may also end.
