More energy project options for local governments
Beginning July 1, 2025, Tennessee broadens the meaning of “energy project” in two county and city programs. Energy projects include infrastructure improvements involving real property, personal property, or both, for clean, green, or renewable energy. All sources on the law’s expanded energy list qualify, including natural gas, nuclear power, solar power, and energy storage. This change provides no new funding or direct household payment.
More utility options, less local energy control
Beginning July 1, 2025, Tennessee replaces “clean energy” with “clean or green energy” in this framework. Public utilities now include county- and city-owned utilities providing electricity, broadband, natural gas, or propane. Utilities meet local clean, green, or renewable energy requirements or expectations by using any one or more listed sources. The list includes solar energy, photovoltaic cells and panels, hydropower, wind power, hydrogen fuel, nuclear power, natural gas, and fuel cells. It also includes waste-to-energy facilities, energy storage technologies, geothermal energy, crops grown for energy, and industrial byproduct technologies. Other listed sources are waste heat recovery, combined heat and power, pumped storage hydropower, compressed air energy storage, and biomass. Renewable natural gas, as defined in state law, also qualifies. Conflicting local ordinances, resolutions, or regulations are void. The law also repeals two prior sections of this energy policy framework.
