Portland charter change needs supermajority approval

This law replaces Article XII in Portland’s city charter with a new Article IX. The change only takes effect if the Portland city legislative body approves it by a two-thirds vote. The presiding officer must state the result and certify it to the Tennessee Secretary of State. The law is effective right away only for the approval vote; for all other parts, it takes effect after the city’s approval.
