The law covers a joint board formed by two municipalities and two counties to run an airport under one interlocal agreement. The board has all powers of a joint board and of a regional airport authority under state law. It is a public instrumentality and a public body corporate and politic. The board may file a charter with the Secretary of State like a public nonprofit corporation. The interlocal agreement must set the board’s makeup and members’ terms, not other parts of Title 42.
