Starting January 1, 2027, to get an initial, renewal, duplicate, or reinstated driver license, permit, intermediate license, or photo ID, you must show an original or certified proof that you are a U.S. citizen. If the department already has your citizenship documents on file, you are treated as meeting this rule for renewals, duplicates, or reinstatements unless another law requires more.
Beginning January 1, 2027, you may take the written driver test in a non‑English language the state offers if you cannot speak and read English. A license issued this way lasts 36 months and cannot be renewed. When it expires, you must pass the written test in English, with no dictionary, device, or interpreter. This option is not allowed for commercial driver licenses. It also does not apply if you can read and write English and have a doctor’s note that a hearing problem affects speaking English. The state only must offer languages it had on January 1, 2026. Teens with an intermediate license still follow the usual teen rules, with the same expiration and English re-test.
Beginning January 1, 2027, the clerk cannot process your first-time vehicle registration with a plate until you show you are a U.S. citizen, a lawful permanent resident, or have federally authorized temporary presence for a set purpose and time. Accepted proof includes a REAL ID‑compliant license, a Tennessee driver license or photo ID, and Tennessee temporary driver or photo IDs. You may show electronic images on a phone or other device. If your status documents are already recorded with the department or clerk, you are treated as in compliance. Every registration and renewal includes a printed notice about this status rule. The department must post a list of acceptable documents on its website.
Starting January 1, 2027, if a dealer handles a customer’s registration, the dealer must send copies of the customer’s required status documents with the application.

SB 1748 — AN ACT to amend Tennessee Code Annotated, Title 55 and Title 65, Chapter 15, relative to commercial driver licenses.
SB 2690 — AN ACT to make appropriations for the purpose of defraying the expenses of the state government for the fiscal years beginning July 1, 2025, and July 1, 2026, in the administration, operation and maintenance of the legislative, executive and judicial branches of the various departments, institutions, offices and agencies of the state; for certain state aid and obligations; for capital outlay, for the service of the public debt, for emergency and contingency; to repeal certain appropriations and any acts inconsistent herewith; to provide provisional continuing appropriations; and to establish certain provisions, limitations and restrictions under which appropriations may be obligated and expended. This act makes appropriations for the purposes described above for the fiscal years beginning July 1, 2025, and July 1, 2026.
