New deed rules for property owners

The law applies to deeds transferring land not previously described in a recorded document. A licensed, registered land surveyor must prepare the property description, or a licensed attorney must prepare it using such a surveyor's survey. Owners transferring this land may face extra surveying or legal costs. The requirement took effect immediately upon enactment.
