Beginning July 1, 2026, the board elects a chair, vice chair, secretary, and any other needed officers. The board also creates a five-member executive committee to run day-to-day work; the board chair leads it. The board meets at least four times a year, with at least one in person. The board must adopt a conflict-of-interest policy. Members must file written disclosures every year and confirm they understand the policy. Nominees must confirm they are not in conflict before they are appointed.
Starting July 1, 2026, the state resets the Technology Development Corporation with a new 15-member board. Ten seats are private sector, four are public sector, plus the economic development commissioner as an ex officio member. The Governor, House and Senate Speakers, and the board’s nominating committee make appointments; six private seats come from board-nominated picks that the board must approve. One public appointee comes from lists provided by city and county groups, after the Governor consults them. Initial terms are staggered (some three years, some four). After that, all terms are four years, from July 1 to June 30. Appointers should balance members across the state’s three grand divisions.
The law updates state code references for the Technology Development Corporation. It removes one item from a code list and adds the corporation to another required list. These updates take effect when the act becomes law.

SB 1748 — AN ACT to amend Tennessee Code Annotated, Title 55 and Title 65, Chapter 15, relative to commercial driver licenses.
SB 2690 — AN ACT to make appropriations for the purpose of defraying the expenses of the state government for the fiscal years beginning July 1, 2025, and July 1, 2026, in the administration, operation and maintenance of the legislative, executive and judicial branches of the various departments, institutions, offices and agencies of the state; for certain state aid and obligations; for capital outlay, for the service of the public debt, for emergency and contingency; to repeal certain appropriations and any acts inconsistent herewith; to provide provisional continuing appropriations; and to establish certain provisions, limitations and restrictions under which appropriations may be obligated and expended. This act makes appropriations for the purposes described above for the fiscal years beginning July 1, 2025, and July 1, 2026.
