Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 0 costs, 2 mixed.

Vacancies filled for rest of term

The law requires appointing authorities to fill vacancies for the rest of the unexpired term. It covers the boards and commissions named in §§4-8-301, 43-13-103(d), 54-3-113(c), and 63-1-179(b)(4)(B). This keeps terms aligned and avoids short interim seats. The change takes effect upon becoming law.

New rules for wildlife commission appointments

Only members appointed by the governor need confirmation under §70-1-201. If a vacancy is filled while the General Assembly is not in session, the appointee serves right away. If that seat requires confirmation and the legislature does not confirm within 60 calendar days after its next regular session starts, the appointment ends. These rules clarify appointment and confirmation for the commission.

State board membership rules changed

The law deletes the current membership rule in §4-31-103(c). It removes the listed members and related appointment-term language for that board. This immediately changes how seats are defined and filled going forward.
