The Tennessee Highway Patrol has the same police powers as local police inside tourism zones. Troopers can arrest, carry firearms, and investigate crimes there. This change takes effect August 1, 2026. The law does not change the Transportation Department’s control of state highway rights-of-way.
The Department of Tourist Development must issue rules with three other agencies. The rules label tourism zones as economic protection zones to boost business activity. Rules apply the same statewide. They must keep entrances open to businesses and public places. They also address unlawful loitering, sitting, camping, or sleeping on public property. This keeps sidewalks, streets, and building entrances clear for people and traffic. Rulemaking authority takes effect immediately under the state rulemaking law.
The law bars local governments from blocking streets in tourism development zones in ways that disrupt businesses. They cannot stop deliveries or taxi, transit, or rideshare pickups and drop-offs. Temporary blocks are allowed for emergencies, permitted events, and construction or repairs. Blocks allowed by state rules under this law are also permitted. This starts August 1, 2026.

SB 1748 — AN ACT to amend Tennessee Code Annotated, Title 55 and Title 65, Chapter 15, relative to commercial driver licenses.
SB 2690 — AN ACT to make appropriations for the purpose of defraying the expenses of the state government for the fiscal years beginning July 1, 2025, and July 1, 2026, in the administration, operation and maintenance of the legislative, executive and judicial branches of the various departments, institutions, offices and agencies of the state; for certain state aid and obligations; for capital outlay, for the service of the public debt, for emergency and contingency; to repeal certain appropriations and any acts inconsistent herewith; to provide provisional continuing appropriations; and to establish certain provisions, limitations and restrictions under which appropriations may be obligated and expended.
