Bill Overview

Analyzed Economic Effects

4 provisions identified: 3 benefits, 0 costs, 1 mixed.

Pilot third graders: 50th percentile shows proficiency

If your child was a third grader in the pilot with limited state tests, a score at or above the 50th percentile on the most recent universal reading screener counts as proficient in English Language Arts. This uses the state‑approved or Tennessee universal reading screener.

Fewer tests for K–8 in pilot districts

In selected districts, some K–8 students now take fewer state and local tests. For the 2027–2028 and 2028–2029 school years, if a student scores above the 40th percentile on both the reading and math screeners at the start of the year, testing is limited. The state may require only one reading screener, one math screener, one TCAP English test, and one TCAP math test. The district may add no more than two benchmarks or two extra universal screeners per subject, beyond the state-required screener. For K–3 students in the pilot, schools must send parents a progress report after the reading screener.

State will review and report pilot results

Pilot districts must submit assessment results to the state by June 15, 2029. The Department of Education compares pilot results to the same students’ prior year and reports findings to the General Assembly. This checks whether fewer tests improve student achievement.

How districts qualify for the testing pilot

The state creates a pilot to test if fewer assessments raise achievement. By July 1, 2026, the state picks up to 10 districts. To be picked, a district’s 2024–2025 results must show an advancing or exemplary rating, at least 40% proficiency in grades 3–5 ELA and math, and under 20% chronic absenteeism. To join or stay, a district must meet those three measures for at least two straight years starting in 2025–2026. Districts that stop meeting the measures cannot participate.
