Developers applying to the pilot must show a cash, land, or similar match equal to 10% of project cost or $2,000,000, whichever is less, in writing at application. Giving more than 10% raises the application score. The housing agency sets rules under the state Administrative Procedures Act. State law now treats “workforce housing projects” like tax‑credit projects for acquisition or leasing, opening more financing options. These changes take effect July 1, 2026.
The law creates a pilot to build or fix homes priced for households at 80%–150% of area median income. The housing agency gives loans, including interest‑free loans when at least 80% of units are workforce and affordability lasts long term. Funding totals $20 million in FY 2026–2027, and at least one project is funded in each of the three grand divisions. Projects are prioritized where home prices outpace incomes and where population growth is fastest. The program begins July 1, 2026, applications are due by March 31, 2027, and the agency reports results by January 1, 2029.
Local governments can use state affordable housing funds to help households with income above 80% and up to 150% of area median income. The housing agency gives incentives for local governments to spend local housing funds on these households. This change takes effect July 1, 2026.

SB 1748 — AN ACT to amend Tennessee Code Annotated, Title 55 and Title 65, Chapter 15, relative to commercial driver licenses.
SB 2690 — AN ACT to make appropriations for the purpose of defraying the expenses of the state government for the fiscal years beginning July 1, 2025, and July 1, 2026, in the administration, operation and maintenance of the legislative, executive and judicial branches of the various departments, institutions, offices and agencies of the state; for certain state aid and obligations; for capital outlay, for the service of the public debt, for emergency and contingency; to repeal certain appropriations and any acts inconsistent herewith; to provide provisional continuing appropriations; and to establish certain provisions, limitations and restrictions under which appropriations may be obligated and expended.
