The law makes up to 35,000 Education Freedom Scholarships for 2026–2027, if money is appropriated. Starting in 2027–2028, awards go first to last‑year recipients, then to families at or below 100% of the FRL level, then up to 300%. Next are higher‑income students who are in public school or applying for kindergarten, then other eligible students; ties break by when completed applications arrive. The department must send yearly application reports by county, public‑school status, kindergarten, and income bands (≤100% FRL, ≤300% FRL, >300% FRL) without personal data. Reports are due June 1, 2026 (for 2025–2026), Oct 1, 2026 (for 2026–2027), and every Oct 1 after; “enrolls in” means any K‑12 grade.
For 2026–2027, if an LEA’s current TISA is below 2025–2026 and it lost students, the state pays the full gap. For 2027–2028 and 2028–2029, the state pays last year’s average per‑pupil state amount times the number of last‑year disenrolled students who gave an SSN, capped by the gap. To receive these funds, LEAs must report each non‑virtual student’s reason for leaving. Starting 2029–2030, extra funds are tied to last‑year disenrolled students who had an Education Freedom Scholarship, capped by the gap. All payments use only state funds; “disenrollment” means this year’s non‑virtual ADM is below last year’s, and when multiple rules apply, the department picks the option that gives the LEA the most money.

SB 1748 — AN ACT to amend Tennessee Code Annotated, Title 55 and Title 65, Chapter 15, relative to commercial driver licenses.
SB 2690 — AN ACT to make appropriations for the purpose of defraying the expenses of the state government for the fiscal years beginning July 1, 2025, and July 1, 2026, in the administration, operation and maintenance of the legislative, executive and judicial branches of the various departments, institutions, offices and agencies of the state; for certain state aid and obligations; for capital outlay, for the service of the public debt, for emergency and contingency; to repeal certain appropriations and any acts inconsistent herewith; to provide provisional continuing appropriations; and to establish certain provisions, limitations and restrictions under which appropriations may be obligated and expended. This act makes appropriations for the purposes described above for the fiscal years beginning July 1, 2025, and July 1, 2026.
