Beginning January 1, 2027, local governments must act fast on development submissions. They must approve or put them on the next agenda within 60 business days, and within 30 business days give a written list of deficiencies (consolidated where practical) or request needed info; an “incomplete” notice is separate. If the government misses these deadlines, the submission is deemed approved. After you document all fixes, it must approve or agenda within 30 business days. A government can issue only two deficiency reports; after the second, it must either deny with written reasons and refund 50% of your total review fees, or give a conditional approval. Days when offices are closed during a declared state emergency do not count as business days.
Beginning January 1, 2027, when a registered professional engineer’s independent inspection says all contract work is complete, the bond clock starts. The local government must approve the bond release or put it on the next agenda within 120 business days of getting the report. If it will not release, it must send written reasons within 20 business days and list any unfinished work. “Independent inspection” means an engineer licensed under state law, and a “required bond” includes bonds, letters of credit, or other approved assurances. Days when offices are closed during a declared state emergency do not count as business days.
These rules take effect January 1, 2027. Contracts that existed on December 31, 2026 are not changed by this law. Those contracts continue under their old terms.

SB 1748 — AN ACT to amend Tennessee Code Annotated, Title 55 and Title 65, Chapter 15, relative to commercial driver licenses.
SB 2690 — AN ACT to make appropriations for the purpose of defraying the expenses of the state government for the fiscal years beginning July 1, 2025, and July 1, 2026, in the administration, operation and maintenance of the legislative, executive and judicial branches of the various departments, institutions, offices and agencies of the state; for certain state aid and obligations; for capital outlay, for the service of the public debt, for emergency and contingency; to repeal certain appropriations and any acts inconsistent herewith; to provide provisional continuing appropriations; and to establish certain provisions, limitations and restrictions under which appropriations may be obligated and expended. This act makes appropriations for the purposes described above for the fiscal years beginning July 1, 2025, and July 1, 2026.
