Beginning July 1, 2026, the Tennessee Bureau of Investigation keeps a public registry of persistent domestic violence offenders. It shows each offender's name, birth date, conviction date, counties of conviction, photo, and other ID data the agency needs. The public version does not show addresses, Social Security numbers, driver license numbers, or other state or federal ID numbers.
Beginning July 1, 2026, a person ordered to register must pay a one-time $150 fee at conviction. The court clerk keeps $50 to run the registry. The clerk sends $100 to the Department of Finance and Administration's Office of Criminal Justice Programs for grants for family violence prevention and intervention. The $100 stays with that grant fund and does not return to the general fund.
Beginning July 1, 2026, if a person is convicted of an offense against a domestic abuse victim and has at least one prior such conviction, the court must order them to register as a persistent domestic violence offender. The law lists which offenses count, including domestic assault, violating protection orders, theft, vandalism, abuse of vulnerable adults, harassment, stalking, sexual exploitation of a minor, and certain felonies. Out-of-state offenses with the same elements also count. The court must say how many prior convictions it used. If it does not, the registration period defaults to the time for one prior conviction. The court clerk must send the signed final judgment to the Tennessee Bureau of Investigation within seven days.
