Beginning July 1, 2026, anyone ordered to register as a persistent domestic violence offender must pay a $150 fee at conviction. The clerk keeps $50 for administration. The clerk sends $100 to the Department of Finance and Administration’s Office of Criminal Justice Programs for grants for family violence prevention and intervention. That $100 does not revert to the general fund.
Beginning July 1, 2026, a court must order you to register as a persistent domestic violence offender if you are convicted of a crime against a domestic abuse victim and you have at least one prior such conviction. The clerk must send the signed final judgment to the Tennessee Bureau of Investigation (TBI) within seven days. The court must say how many prior qualifying convictions it used; if it does not, your registration period defaults to the time for one prior conviction. The law lists which crimes count, including domestic assault, violating protection or no‑contact orders, theft, vandalism, abuse of elderly or vulnerable adults, harassment, stalking, sexual exploitation of a minor, and many Title 39, Chapter 13 felonies. Out‑of‑state convictions count if they have the same elements as the Tennessee crime.
Beginning July 1, 2026, the Tennessee Bureau of Investigation keeps a public registry of persistent domestic violence offenders. The public view shows each offender’s name, date of birth, conviction date, county or counties, and photo. It does not show an address, Social Security number, driver license number, or any other state or federal ID numbers.

SB 1748 — AN ACT to amend Tennessee Code Annotated, Title 55 and Title 65, Chapter 15, relative to commercial driver licenses.
SB 2690 — AN ACT to make appropriations for the purpose of defraying the expenses of the state government for the fiscal years beginning July 1, 2025, and July 1, 2026, in the administration, operation and maintenance of the legislative, executive and judicial branches of the various departments, institutions, offices and agencies of the state; for certain state aid and obligations; for capital outlay, for the service of the public debt, for emergency and contingency; to repeal certain appropriations and any acts inconsistent herewith; to provide provisional continuing appropriations; and to establish certain provisions, limitations and restrictions under which appropriations may be obligated and expended. This act makes appropriations for the purposes described above for the fiscal years beginning July 1, 2025, and July 1, 2026.
