The private acts that set past rules for the Hamblen County Highway Department are repealed on August 31, 2028. Highway department purchasing must follow the County Uniform Highway Law, Title 54, Chapter 7, and other county purchasing laws. This moves road operations and buying to one clear set of state and county rules.
The Hamblen County Road Commission is abolished on August 31, 2028. If a seat becomes vacant before then, it is not filled for the rest of that term. Until it ends, members elect a chairman and a majority is a quorum to do business. The county legislative body sets member pay, which is paid from the county highway fund.
These changes take effect only if the Hamblen County legislative body approves them by a two‑thirds vote. The presiding officer must proclaim approval or nonapproval and certify it to the Secretary of State.
Hamblen County creates an elected Road Superintendent. Voters choose the Superintendent at the August 2028 election and every four years after. The Superintendent takes office on September 1 after the election and serves four years. The Superintendent must meet the qualifications and pay rules in the County Uniform Highway Law, Title 54, Chapter 7. The Superintendent has the powers and duties in that law. The Superintendent may also oversee the county Sanitation Department, but any extra pay for that work must be approved by the county legislative body.

SB 1748 — AN ACT to amend Tennessee Code Annotated, Title 55 and Title 65, Chapter 15, relative to commercial driver licenses.
