New rules for highway purchasing and spending

The superintendent is the highway department’s purchasing agent. The superintendent handles all buys, proposes the budget, and keeps inventory. All purchasing must follow state law and county rules, and later centralized purchasing can replace this. The superintendent may spend highway-fund money and issue warrants, with a second signature from the County Mayor. All spending must match the county-approved highway budget. These powers apply only after a two-thirds local vote and certification.

New rules for Obion road superintendent

The law creates a County Road Superintendent to lead the highway department. The superintendent follows the Tennessee County Uniform Highway Law for duties, pay, and limits. The current superintendent stays until that term ends. Starting July 1, 2027, the county legislative body picks the superintendent by majority vote for four-year terms. The county may set up an advisory committee to advise on road needs. These changes take effect only after a two-thirds local vote and certification.

Takes effect only after local approval

The act has no effect unless the county legislative body approves it by a two-thirds vote. The presiding officer must proclaim the result and certify it to the Tennessee Secretary of State. The law is effective now for the vote. All other parts take effect only after approval and certification.
