The Town can use all powers given by state law and all implied powers needed to protect safety, health, peace, and the general welfare. Listed powers do not limit other lawful powers the Town may use unless state law forbids it.
Town elections for Mayor and five Aldermen are on the first Thursday in August every four years, starting August 6, 2026. Winners serve four-year terms and serve until successors qualify. New officials must qualify by the first Monday in September. All qualified residents may vote. Non‑residents who own real estate in town with at least $100 in taxable value may also vote, but only two owners per tract can vote. Henderson County Election Commissioners run the election after public notice.
Only jobs funded in the annual town budget can be filled, unless an emergency demands immediate hiring. When setting pay, the Board must consider duties, skills, and the supply of qualified people. The Mayor and Board can appoint, promote, transfer, demote, suspend, and remove employees, and may delegate these powers. The Recorder serves at the Board’s pleasure. Before doing duties, the Recorder may need a bond of at least $2,000 from a licensed company, with the town paying the premium. The bond is filed with the Mayor and recorded. The Recorder’s pay is set by ordinance.
Sardis is led by a Mayor and five Aldermen. Aldermen must be at least 21 and have lived in town for one year. All officials must take the public oath. If a Mayor or Alderman seat opens, the Board and Mayor pick a qualified person to serve until the next regular election. Right after swearing in, the Board meets, takes charge, and elects a Recorder and any other needed officers by majority vote. The Mayor runs meetings and only votes to break a tie. Pay for the Mayor and Aldermen is set by ordinance and cannot change during the elected term. The Board sets pay for officials it employs, may discharge them with or without cause, and must meet at least monthly.
These charter changes take effect only if the Sardis legislative body approves them by a two‑thirds vote. The presiding officer must proclaim the result and certify it to the Tennessee Secretary of State. For the step of approving or rejecting, the act is effective upon becoming law; otherwise, it takes effect only after local approval.

SB 1748 — AN ACT to amend Tennessee Code Annotated, Title 55 and Title 65, Chapter 15, relative to commercial driver licenses.
