Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Parents told of child suicide risk

If your child tells a provider they want to kill themself, the provider must tell you. This applies when, using ordinary clinical judgment, the provider decides the child has the ability and is likely to attempt unless stopped.

Parents' access to kids' health records

Parents and guardians can see an unemancipated child’s medical, prescription, and rehab records. Providers and pharmacies must give access, including care the child received without your consent, under the state’s parental access rules. But access is denied when the provider must report abuse and believes sharing is likely to endanger the child’s life or physical safety. Federal privacy rules still apply.

School staff can use bleed kits

A school or public college employee may use a bleeding control kit to stop severe bleeding. Staff can act on site under state bleeding control standards.
