Private colleges get state contract pricing
Beginning July 1, 2026, eligible private, nonprofit Tennessee colleges can buy goods and services on state cooperative contracts. They get the same terms and prices that public colleges pay. Vendors cannot charge them more for the same items. Vendors also cannot refuse to sell or raise prices in retaliation.
Easy, no fee signup for private colleges
Starting July 1, 2026, an eligible private institution is a Tennessee private, nonprofit college or university that is accredited and authorized by the Tennessee Higher Education Commission. These schools can use statewide contracts run by the Department of General Services or other state procurement authorities. The Department and the Commission must create a simple enrollment and verification process. They cannot charge any enrollment or participation fee.
Guardrails on access and state liability
Beginning July 1, 2026, using state contracts is optional for eligible private colleges. The state is not financially responsible for any purchases they make. Private-college access cannot reduce what public colleges can buy. It also cannot increase the prices the state pays or create any state liability.
