The law creates a Gulf Coast Protection Account within Texas’s general revenue fund, managed by the General Land Office. It accepts gifts, donations, grants, and money appropriated, credited, or transferred by the Legislature; no funding amount is set. Spending is limited to required nonfederal sponsor costs under agreements with the U.S. Army Corps of Engineers. Projects must be included in the plan recommended by the August 2021 Coastal Texas protection and restoration study. They must either help protect the coast within the Gulf Coast Protection District or benefit the district as designated Coastal Storm Risk Management Projects. Spending must follow a local cooperation agreement between the Land Office and the district. The Land Office must adopt rules, and spending is subject to State Auditor review. The law provides for immediate effect with a two-thirds vote of all elected members of each legislative chamber. Otherwise, its effective date is September 1, 2025.
