Texas seeks wider recognition of work licenses

The Texas Department of Licensing and Regulation must seek more interstate license-recognition agreements, as far as the law allows. It must identify state laws and licensing rules that block or hinder agreements. Agreements require the other state's licensing standards to be substantially equivalent to Texas standards. Reviews must consider training, testing, work experience, allowed work, complaint handling, and how states check license holders' good standing. The Texas licensing commission must adopt rules by January 1, 2026. The department must report to the governor and Legislative Budget Board by December 1, 2027, then every odd-numbered year. Reports must cover agreements, failed efforts, where Texas standards exceed other states', and recommended law changes, including lower licensing requirements. The law guarantees no agreements or automatic license recognition. It takes effect immediately with two-thirds approval in both houses; otherwise, its effective date is September 1, 2025.
