Beginning July 1, 2025, Texas counties get tax-free gasoline and diesel for their exclusive use. Counties that pay tax on these exempt purchases can claim refunds from the Texas comptroller. Licensed fuel sellers get credits for tax they paid on fuel later resold tax-free for a county’s exclusive use. Sellers claim the credit on the return for the period of the sale. The law does not erase tax liabilities that arose before its effective date.
