Fewer grounds for ending parents’ rights

Beginning September 1, 2025, Texas removes one ground for ending parental rights: failure to complete court-ordered steps for a child’s return. That ground applied after at least nine months in Department of Family and Protective Services care following removal for abuse or neglect. The change covers cases pending in trial court on September 1, 2025, and cases filed on or after that date. Courts can still end parental rights on other grounds.
