More review before some handgun license denials

The law covers original or renewal Texas handgun license applications submitted on or after September 1, 2025. It applies when a medical advisory board panel member questions the applicant’s ability to use sound judgment in handgun use and storage. Before denial, the Texas Department of Public Safety must give written notice stating the specific reason. Applicants get at least 30 days to submit more written materials to add to or clarify their application. The department must send those materials to the full medical advisory board panel. Each panel member must review them and report in writing on the applicant’s judgment about handgun use and storage. After receiving the reports, the department reviews the application and decides whether to issue or deny the license. Earlier applications remain under the law in effect when submitted.
