For Class I injection well applications filed on or after September 1, 2025, Texas allows another way to meet inspection requirements. The Texas Commission on Environmental Quality’s executive director may accept a report from a Texas-licensed engineer or geoscientist. The report must confirm an inspection of local conditions and the well’s likely effects, and state requirements for casing. Casing is the lining of the well. Inspections can be in person or virtual, using satellite or other aerial images, mapping software, or other appropriate sources. The executive director may require an in-person follow-up if the virtual inspection reveals an issue that merits one.
