Beginning September 1, 2026, the law expands the Texas-Mexico border region used in the Education Code. It adds Bee, Karnes, Loving, Mason, McCulloch, Menard, Reagan, Upton, Ward, and Wilson counties. Each covered pilot program must serve an economically depressed area or a rural area with limited medical services. One pilot must be in an urban area and one in a rural area. The remaining pilots must be in the expanded border region.
