Texas expands confidentiality rules to cover hostile acts by foreign adversaries, alongside existing protections tied to terrorism and related crimes. Protected records include emergency-provider staffing needs, tactical plans, phone lists, risk assessments, and public communications encryption codes and security keys. The law also shields technical details of critical infrastructure weaknesses and security-system specifications, procedures, locations, passwords, and access codes. Existing legal exceptions for security-system records still apply. Nonfinancial information in state-held reports to U.S. agencies is confidential only when federal law, information-sharing requirements, or funding terms require secrecy. These protections limit public access to the covered records. The law took effect upon enactment.
